Notice it moves in different directions. the opening in the center bust section of this dress has a scoop neck feel. That can be changed to be sharper if you prefer. The bust cups have a slightly pucker in a ruching or pulling fashion. There is also ruching on other parts of the bodice of this fit-n-flare style.
One of the main points of this design is the skirt. The ruffled skirt is light and airy. But it is also tiered for a layering effect. So when this design moves it has a flowing effect. This skirt can have the back portion extended for a longer train if you prefer.
